Message for SDG&E: Allow Opt-Outs from Smart Meters, Remove all Wireless

Demand SDG&E provide full public disclosure for all elements of its smart grid project.

Whereas San Diego Gas & Electric (SDG&E) has installed 98% of its territory without informing the public about serious potential health risks from its new "smart (utility) meters,"

Whereas the World Health Organization has recently identified radiofrequency radiation, which smart meters emit 24/7 into our homes, as a 2B carcinogen,

Whereas scientific studies and independent scientists have identified health and biological effects associated with exposure to rf radiation and smart meters, including the possible development of cancers, autism, neurological effects, and damage to the blood brain barrier,

Whereas the California Public Utilities Commission has had many thousands of health complaints about smart meters,

Whereas the California Public Utilities Commission has had thousands of inaccuracy, privacy, and security complaints about smart meters,

Whereas SDG&E has had thousands of complaints about smart meters, with refusals to allow installations by hundreds of customers, according to company documents,
Whereas 46 California municipalities, including entire counties such as Santa Barbara and Marin, have formed anti-smart meter resolutions and ordinances including criminalizing the installation of smart meters as a result of overwhelming public concern and damages to health,

Whereas the California Public Utilities Commission has ordered San Diego Gas & Electric to attend an Opt-Out Workshop on Sept. 14th, which it protested attending, with no known intention of offering opt-outs for smart meters to safe, analog meters, to date, for its customers, unlike some other major utilities attending,

Whereas UCAN (a local nonprofit) has filed an Application with the CPUC to force SDG&E to offer opt-outs (allowing customers a choice whether to have smart meters or be allowed to have safe analog meters) and SDG&E is currently formally Protesting this Application,

Whereas other major California utilities such as PG&E and SCE, have shown an interest in proposing smart meter opt-out plans to use with their customers,

Whereas utility customers throughout the nation have complained of higher bills after the installation of smart meters and this has also happened here,

Whereas in some parts of the nation, utility customers are involved in a class action lawsuit against their utility due to health effects, fires, and the malfunctioning of these meters, including overbilling of customers due to smart meters and this is entirely possible here,

Whereas SDG&E's customers did not want nor ask for radiation-emitting smart meters to be attached to their homes and businesses, placing their health at risk,

Whereas many of these smart meters are placed where the most vulnerable persons, such as children, pregnant women, women, elders, in addition to the general public, are in close proximity to the rf radiation-emitting devices, on bedrooms, nurseries, kitchens, living rooms, playyards, and other occupied spaces, which scientists and experts have repeatedly warned about,

Whereas SDG&E decided to put these smart meters on our homes and businesses without independent environmental, health, or safety testing,

As Director of Center for Electrosmog Prevention (CEP), a La Mesa, CA nonprofit, I ask our local governments and citizens to support me in demanding that SDG&E  immediately and voluntarily offer a no-cost opt-out choice to analog meters for all its customers, without adding radiation-emitting repeaters to their neighborhoods, with a smart meter free zone of at least 200 feet surrounding anyone who is concerned about medical or health effects.

As Director of Center for Electrosmog Prevention (CEP), a La Mesa, CA nonprofit, I ask our local governments and citizens to support me in demanding that SDG&E  remove all banks of multiple meters, such as those found on apartments and condos, from its territory, as these will exceed even the obsolete and non-protective FCC guidelines for rf radiation exposure.

As Director of Center for Electrosmog Prevention (CEP), a La Mesa, CA nonprofit, I ask our local governments and citizens to support me in demanding for SDG&E to provide full public disclosure for all elements of its smart grid project, including specific information about emissions for all types of smart meters it uses, especially which homes have the Collector Smart Meters that can emit up to 3+ times the radiation of the other meters on our homes now, which SDG&E has thus far refused to provide.

This shall include the plans for future ramping up of the system that may lead to possible greatly increased radiation emissions (approx. 15X more) from smart meters (such as time of day rating and real time data being sent from these meters, which now transmit every 15 min. or less).

As Director of Center for Electrosmog Prevention (CEP), a La Mesa, CA nonprofit, I ask our local governments and citizens to support me in demanding that SDG&E to remove all wireless components from its smart grid project and replace these with safe fiberoptic, shielded cable, or phone line solutions, pending passage of CEQA and independent safety testing not-to-be-based on obsolete FCC guidelines.

Call and write your local governments such as La Mesa City Council, SDG&E, the CPUC, and especially, its Administrative Law Judge, Amy C. Yip-Kikugawa, California Public Utilities Commission, who is in charge of the CPUC's Public Smart Meter Opt-Out Workshop and can order SDG&E to provide these opt-outs for its customers. Center for Electrosmog Prevention, a nonprofit I founded and direct, will present the above Proposal in person, at the CPUC Opt-Out Workshop in San Francisco, Sept. 14th. We hope by then that SDG&E "sees the light" and offers opt-outs, like the other two major utilities have indicated they will do, without having to be ordered to do so by the CPUC. That would be the responsible action to take. Then, remove all banks of meters, and all wireless, quickly, to protect the public health. SDG&E may not have anticipated these problems, but they surely know about them now. We can all learn from our mistakes and correct them, that is part of "life". Next time, don't be so quick to seek federal funding by jumping into an experimental technology without independent health, safety, and environmental testing. Since that was done, the public deserves a no-cost solution that the company, not the rate-payers, pays for. Your mistake, not ours.
Elizabeth Barris August 18, 2011 at 01:57 AM
Not allowing for opt outs is tantamount to murder. There is no excuse anymore. Everyone knows of the health effects. Everyone in the utilities that is...the CONSUMERS have been left in the dark. The utilities need to notify people of the health effects the harvesting of third parry information and then see if the :benefits" outweigh the negative such as cancer, heart arrhythmia, etc. Opt outs only work for a moment. The whole program needs to be scrapped. It was just another waste of our tax payer money...only this time with a side order of harmful health effects and invasion of privacy.
Chris August 18, 2011 at 04:27 PM
The Center for Electrosmog Prevention proposal is spot on. No one should have the ability to poison you in your own home without complete notification of the possible health risks and you express permission in advance. In addition, CEP is right about having distance between your home and other smart meters. The bottom line is the utilities have made a costly mistake by not doing their homework and considering the risks. Had the utilities done their job properly, this big waste of money smart meter project wouldn't be occurring now. It is time for utilities to suck it up like men and women, admit they made a mistake, and cut the losses by putting back in analog meters and stopping the deployment of smart meters and its grid.

A question for all readers: Which would you rather have - a safe, healthy home, without radiation that may cause family members to develop cancers, headaches, ringing ears, hearing loss, or autism OR take the risk of all of the above? The difference is whether you have an analog (mechanical gas and electric meter) or a so-called "smart" meter, emitting dangerous radiation throughout your home, so you can look up your electrical usage (if you are still alive and well enough to do so). Which would you prefer? Would you rather opt-out of smart meters? If the answer is you'd rather opt-out, plse support CEP (www.electrosmogprevention.org) in its position against smart meters. Otherwise, as there is no other organized opposition to smart meters in Southern CA, you will be llving with the above risk. Our legislators and governor are selling us out on this one, count on it. The local governments, so far, too, unless you pressure them otherwise. The choice is ours.

On September 29, 2010 at least 4 Smart Meters were installed on my apartment building on the wall just below my Unit. That very day I woke up with a swollen wrist for absolutely no physical reason. I opened my front door and found the notice that the Smart Meters were installed. My wrist and hand swelled so badly that I had to get a cortisone shot. Then, I got sick with sinus problems and a respiratory attack. One occurred after the other, and both conditions are still with me 3 weeks later. I have never been sick for more than one week in my entire life. I have heart palpitations and an erratic heart beat, along with insomnia. The latest affliction since the Meters were installed is Phantosmia, which I have never had before and will not go away. I am EMF sensitive and these Smart Meters are ruining my health, my living conditions, and my life.
Steven Golden August 22, 2011 at 04:46 AM
cont'd: We are being bombarded with Microwave EMF from these Meters from all directions without our knowledge or consent. Since I am EMF sensitive I have chosen to never use WiFi or any other wireless technology in my apartment. With these Smart Meters I have no say in the matter and I am being slowly tortured by SDGE and the CPUC. This is an outrageous intrusion into our lives and a danger to the health of everyone in San Diego and wherever these Meters operate. Those of us who are EMF sensitive have an early warning system built in and we know what these meters are doing to our health. Those who aren’t as sensitive or may not realize that they are will not realize that the Meters their utility forced upon them are making them ill and even slowly killing them. The only purpose of these Meters is to get rid of the Meter readers and to be able to watch everything we do and control it. Not only are the Meters dangerous to our health they also leave us open to hacking into the electrical grid. of all the boneheaded, dangerous, willfully harmful and disgusting things our Government has done this almost tops the polluting of our food supply with GMO's. You can write to Ted Reguly, the head of the Smart Meter program for SDGE, but he will reply with a cold blooded indifference to our health. We should all get together and file a class action lawsuit against SDGE and CPUC.
Steven Golden August 22, 2011 at 04:49 AM
What I would like to see is an easy opt out option. The replacement of Smart Meters with the old Meters, and for apartment dwellers that would mean replacing ALL of the Meters on that particular building. I have no problem paying a modest monthly charge since a meter reader would have to come out, by moderate I mean no more than $20 per month. I think this would be reasonable. What I really want to see is this biological experiment ended in complete failure. Making our electrical grid wireless is not only dangerous for our health but it is open to hacking. An incredibly expensive stupid mistake.
Susan Brinchman August 22, 2011 at 06:32 PM
Dear Steve, Thank you for sharing your situation, which has been placed in another blog in more detail: http://lamesa.patch.com/blog_posts/smart-meter-nightmare-2-san-diego-man-sick-from-bank-of-meters. This is a biological experiment that is a total failure and needs to be immediately stopped. Immediately. The truth is, we'd pay just about anything we had to make it stop at our own homes. There is a name for that: extortion. "Pay me and I will stop hurting you." That is why Center for Electrosmog Prevention's Smart Meter Opt-Out Proposal (see documents, in Media, above) is against making utility customers pay for analog meters, on principle. Also, what happens to the people (the poor, the unemployed, the elderly) who can't pay extra? Should they suffer, become ill, and maybe die from the rf radiation effects? Should renters also suffer more? It would then be the case that the richer wouldn't suffer as much and the poorer would. Anyone else want to weigh in on this issue?

The above new blog contains state and federal smart meter /smart grid laws.

We need another electric company we can go to, so we can all dump SDG&E. If there was a choice between electric companies, like there should be, SDG&E would be out of business. We need a class action suit to be brought on behalf of all the SDG&E customers that are being slow-killed by the smart meter pulsating radiation. The first victims will be the inocents who cannot defend themselves: infants in the womb; pets and animals; small children, and the elderly. Don't we owe it to them to protect them as best we can from this constant non-stop pulsating radiation?

Preventing Installations of Smart Meters 101: for those who don't have one yet People in many areas of CA are protecting their analog meters from being changed out to smart meters by chaining and locking them to the electric box, fencing them off with a locked gate, or building a box around them with just the face showing. Here is an example: http://stopsmartmeters.org/2011/03/01/defend-your-analog-meter/ (there are four parts to that article). http://stopsmartmeters.org/2011/04/28/defend-your-analog-meter-part-ii/ , http://stopsmartmeters.org/2011/05/11/defend-your-analog-meter-part-iii/ , http://stopsmartmeters.org/2011/08/15/defend-your-analog-meter-part-iv/ This is one way people stave off the installations. Some landlords build a locked cage around all the analog (older style) meters to protect their renters (so they don't have to move).

Electromagnetic Fields: the Science on Human Health Effects With Ted Litovitz Physicist and EMR Researcher, Catholic University, Washington, DC addresses Congressional staff 2001, produced 2007 Informational documentary VERY PERTINENT TO HELP US UNDERSTAND SOME OF THE MECHANISMS WHEREBY CHRONIC SMART METER EXPOSURES ARE PRODUCING HEALTH EFFECTS http://video.google.com/videoplay?docid=7498052433339986964&hl=en# Learn about the health effects of electromagnetic radiation, the relationship of biological effects to health effects, how EMR Can cause DNA breaks and cancers, how it can make strokes and heart attacks worse, its role in premature aging. (note how people are saying their young dogs have gone gray, as mine has) Dr. Litovitz explains how regular exposure to EMR has proven to be far worse than occasional exposures. Finally, he covers the topic of what must be considered before making laws that impact some negatively "for the greater good". Dr. Litovitz died in 2006, according to the video. I wonder what he might have thought of the terrible, sadistic EMR experiment called "smart grid" that is being forced on the American public today. Radiofrequency waves are electromagnetic fields (WHO) http://www.who.int/mediacentre/factsheets/fs193/en/index.html
Steven Golden August 23, 2011 at 05:41 AM
There really is no excuse for not removing the wireless component of these meters. It would remove the hacking potential to interrupt the entire electric grid, remove the health effects, and would still preserve CPUC's real reason for the Smart Meters-firing the Meter readers.

Smart meters emit more rf radiation than cell phones by two orders of magnitude http://www.smartmeterdangers.org/index.php/smart-meter-research/83-sm-worse-than-cellphones

This Nonsense needs to stop. Obama needs to be out of office! These meters are Dangerous and should not be allowed on anyones house or where ever they spend any amount of time. We should all write to G.E., and all of these Companies who think that they are going to profit off of our Health! I will never buy a new appliance! These meters are infringing on our Rights, its in our Constitution! We need to all band together and find a Law Firm to fight these meters! With our Economy in such a shambles, who has the right to spend this kind of money, and to the cost of our health and the health of our Families! This is a ploy from Homeland Security in order to put our every move in their sites. If they need to find grow houses for marajuana, they need to do an investigation! We need as many people as possible fighting on this! Please, get your friends and family to wake up! Listen to,' Alex Jones,' on Prison Planet or Info Wars. The Main Stream media hasn't given the public the whole story behind the dangers of wireless for a reason! CELL Phones DO cause brain cancer. The World Health Organization has classified that cell phones are a 2B carcinogen and I was told was very close to becoming a class 2A carcinogen! ALL WIRELESS IS DANGEROUS! OUR GOVERNMENT IS CORRUPT! WAKE UP! MONEY, IS CHANGING HANDS AT EVERY TURN!

Bottomline, SDG&E has been ordered to attend a Smart Meter Opt-0ut Workshop by two CPUC Administrative Law Judges in a row, to discuss the ways that people can opt-out of having a smart meter on their homes. SDG&E will be attending that meeting on Sept. 14th, at the CPUC Public Auditorium. The meeting is public and will be carried online, live, and archived afterward. Verification of these facts may be found on www,CPUC.ca.gov under Calendar for Sept. The reason all three major utilities are being ordered into this meeting is because there has been such an enormous uproar all over the state about the health effects and privacy issues to do with smart meters. When counties feel compelled to criminalize the installation of these meters, after their attorneys have examined the facts, we are talking "serious". If you don't want a smart meter on your home that emits what scientists and doctors (including the CA Dept of Health) warn is at the very least, potentially harmful, pulsed, rf radiation; if you don't want to take a chance with your health and privacy; if you are experiencing health effects that you feel may be related to the smart meters on your home; if you don't have a smart meter and don't want one ... go to the CPUC site above and file a complaint immediately. Complain to SDG&E, also, in writing, and send our nonprofit a copy. Attend the meeting or consider supporting CEP's Proposal (see docs above). We want the wireless GONE. www.electrosmogprevention.org
April Bolduc August 27, 2011 at 12:14 AM
My name is April Bolduc and I work for SDG&E. We have two website pages that address frequently asked smart meter questions. This one has general smart meter information: http://www.sdge.com/smartmeter/. This one has information related to radio frequency: http://www.sdge.com/campaigns/smartmeter/rf_concerns.html. In the lower right of the page there are numerous links to the third party experts we rely on that have done studies on this issue. If you have any other questions we are more than happy to answer them, and you can email them to info@sdge.com, and put “smart meter” in the subject line. These questions go directly to a smart meter expert.
Susan Brinchman August 27, 2011 at 01:31 AM
Your studies are insider paid - by PG&E, which poisoned the town of Hinkley, CA;, your science handpicked and obsolete (dated five or more years ago); you admitted people are sick and claim that SDG&E can do nothing to help them. NOT TRUE. http://www.nbcsandiego.com/on-air/as-seen-on/Are_Smart_Meters_a_Smart_Idea__San_Diego-115151039.html?code=2.yShb4XqLY4ToMfPaaNKkPA__.3600.1297800000-1453972559%7C4cABEekJuugdLsKvd8yGX2n19m0. No one is making SDGE keep the harmful smart meters on our homes. Not the US gov't, not the CPUC. Your experts are trained and have a script. Period.
Susan August 27, 2011 at 02:22 AM
Right on Susan! I was speaking to I think #6 PG&E Rep trying to get a non patronizing civilized solution to my own problem of the piece of trash meter placed on my home with no permission and I was being quoted outdated baloney data... I began reading to him the correct analysis of these carcinogens from the web page in front of me, taken from this very informative web posts, and he became silenced...no debate just silence. Knowlege is power. Thanks Susan
Susan Brinchman August 27, 2011 at 05:51 PM
Thank you, Susan. As a successful, professional teacher, educator, and educational consultant with 30+ years experience, w/ a Master's degree in Education (Technology), I'd have to agree. Knowledge is power. That sums it up. Cuts right through the lies and the script. The employees aren't to blame, they need to work and their utility employers feed them the misinformation. They are just as worried when they realize that at their homes they are now at risk from these meters. The technicians are worried that their exposures out in the field will harm them, when they realize their employer is feeding them lies. But when we deal with the lies, knowledge is absolutely powerful. That is why on smartmeterdangers.org, electrosmogprevention.org, and emfsafetynetwork.org, there is a lot that can help. I am really glad to hear these articles are helping people, in our own region (where we've had nearly zero press on the truth about smart meters) and in others, throughout the world. For a world smart meter deployment map that will chill you and I hope, awake you to the work at hand that must be done, visit http://www.smartmeterdangers.org/index.php/smartmeter-facts/178-world-smart-meter-map. We either give up health or we fight this new, massive technological error called wireless smart grid.

Even though only some people react and show symptoms, that does not mean that the RF and high-frequency EMF from SmartMeters does not affect the rest of us in some way that we can't currently detect. It could be affecting your long term health and you don't even know it! After all, you can't feel your own blood pressure and yet it needs be checked regularly to combat cardiovascular disease. There just isn't a test currently for measuring our sensitivity to RF and EMF, as there is a test for blood pressure. The people who are sensitive to RF and EMF are our canaries in the coal mine. We need to listen to and react to their issues. Why not have customers self-report the numbers on their meters, with photos even? Customers can take a photo of the numbers on their meters and send it in to the utility companies as verification. The utility companies can send their own meter reader out every 6 months to verify. If the self-reporting is incorrect, the utility companies can charge a penalty after a few warnings. After all, people self-report their own taxes and that's been working well for decades. I self-report my car's mileage to my automobile insurance company. Here's some great videos showing SmartMeter radiation exposure: http://www.youtube.com/watch?v=CL2JQ0FbgvU http://www.youtube.com/watch?v=N6VwYPL9aE4 http://www.youtube.com/watch?v=cejL8DTPdro Some good ideas in the letter posted under this video: http://www.youtube.com/watch?v=8JNFr_j6kdI
