Sacramento has published “2011: milestones and accomplishments,” a 32-page report to Californians, which says of budget axing: “These cuts were painful, but Gov. Brown was elected on a promise to confront the state’s perennial budget crisis with honesty and resolve. From the outset, he clearly laid out the options: extend revenues or make deep cuts to public services.” Academically speaking, how did he do?
