3 Candidates Poised to Seek 2 Seats on La Mesa-Spring Valley School Board

November 2012 election is 14 months away, but incumbents Bill Baber and Emma Turner, and challenger Jay Steiger, have signaled plans to run.

Emma Turner and Bill Baber have signaled their intent to run for re-election to the La Mesa-Spring Valley school board by filing paperwork with the county Registrar of Voters Office.

Jay Steiger, a software support analyst who took fourth in the 2010 race against three incumbents, will again seek a four-year seat. He also filed the required financial disclosure.

Two seats will be contested in the November 2012 election.

Turner, a retired naval officer who became a psychologist, first joined the school board in spring 2004, appointed to fill a vacancy. In November 2004, she won a two-year term. In November 2006, she was unopposed for another two-year term.

She won re-election to a four-year term in 2008, along with Baber—a lawyer and treasurer for other politicians, who was first elected in 2000.

According to his Form 460, dated July 23, the “Baber Neighbors Committee—School Board 2012”—raised no money in the Jan. 1-June 30 period. But Baber, a La Mesan, spent $783.31, including $515 for travel to Albuquerque, NM, and lodging at a Republican National Committee meeting.

Turner of Spring Valley, who filed her Form 460 on Aug. 9, reported that her “Committee to Elect Emma Turner” raised or spent no money.

Steiger of Spring Valley filed his Form 460 on July 31.  Through his “Jay Steiger for La Mesa Spring Valley School Board 2012,” he reported repaying himself $150* but raised no money.

Semiannual disclosures were due Aug. 1.

Elvira Vargas of the county Registrar of Voters Office—election processing supervisor, campaign services—said of Turner’s date of filing: “Yes, it looks like she was eight days late.”
