4 Arrested at Spring Valley Party

Karissa Barba, 23, and Jeremy Barba, 18, are accused of violating the social host ordinance.

Two people were arrested early Saturday in connection with an underage drinking party in Spring Valley, authorities said.

Sheriff's deputies received a call about a fight and loud party in the 2400 block of Bar Bit Road in Spring Valley around 12:50 a.m., the Sheriff's Department said.

When deputies arrived, they found about 20 people inside the house, the department said. A large amount of alcoholic beverages and empty containers were found in the backyard patio area.

Karissa Barba, 23, and Jeremy Barba, 18, were arrested on suspicion of  violating the Social Host Ordinance in the County of San Diego, said a news release. Karissa and Jeremy told deputies their parents were out of town. Additionally, two juveniles were arrested on alcohol related charges. Both juveniles were released to parents or relatives.

A social host does not have to be 21 years of age to be in violation of the law. The homeowner or property owner can be held liable for cost recovery. Social host violations may carry a fine of up to $1,000 on the first offense.

Subsequent violations may carry a fine of up to $2,000 or additional penalties can be imposed. Violators may also be held liable for injuries sustained by third parties as a result of the minor guest’s negligence. A social host can also be liable for the cost of responding law enforcement services.
