Garner joined the San Diego County Sheriff's Department in 1994 and retired in 2010, with his last assignment being at the George Bailey Detention Facility in Otay Mesa, U-T San Diego reported.

His arrest stems from the work of the San Diego Internet Crimes Against Children Task Force.

The group launched an investigation after receiving a report from Microsoft that an email customer had uploaded child pornography images, task force member and Chula Vista police Officer David Oyos told the newspaper. The email address allegedly belonged to Garner.
