Sandy Springs GA-The 100,000 population City that Outsourced Everything

While cities across the country are cutting services, raising taxes and contemplating bankruptcy, something extraordinary is happening in a suburban community just north of Atlanta, Georgia.  See how they did it! 

At minimum La Mesa should put all new empoloyees on a 401K including Police and Fire.

These seems like an invalid correlation. Smyrna, GA (right next to Sandy Springs) did the same thing without outsourcing everything, even with higher population density and lower tax revenues. Additionally, schools are still county run in GA (with a few exceptions, which Sandy Springs isn't part of). That obviously eliminates a lot of city cost.
