State of the City Address, 60 Units Near Collier Park at City Council Meeting Tuesday

The La Mesa City Council will convene at 4 p.m. Tuesday at City Hall for the first time since the start of the year and the city's elected officials have a lot of ground to cover.

Mayor Art Madrid will begin the meeting with his State of the City address, a once-a-year speech to inform La Mesans about the current condition of the city.

City staff and independent auditors will also give presentations about the previous fiscal year for the city of La Mesa and La Mesa Public Finance Authority.

Later in the meeting Councilman Ernie Ewin will ask councilmembers if they would like to make their own State of the City of La Mesa address later this month. This is agenda item 12.

Ron and Mary Alice Brady will be recognized for their $3 million donation to the Boys and Girls Club of East County to help renovate a Teen Center at La Mesa Middle School.

Among items on the consent calendar to be approved with a single vote unless protest is made by councilmembers or members of the public:

- Award a $131,000 contract to La Mesa-based Snipes-Dye Associates to design the Downtown Village Streetscape Improvement Project (item 6).

- Adopt an agreement with the San Diego County Sheriff's Department to join a group and receive overtime funding related to AB 109 enforcement following prison realignment which took place in 2011. See item 8 in the agenda packet for more information. MOU between LMPD and sheriff's department that states

- A recommendation by the city's Design Review Board for a 60-unit mixed residential and commercial project at 4330 and 4350 Palm Avenue across the street from Collier Park (item 3). Known as Palm Terrace La Mesa, the application was submitted by Land and Design Inc. and St. Nicholas Diocese of Chicago.

- Construction of a 6-unit residential project on Lowell Street (item 4).
