On Feb. 14, Center for Electrosmog Prevention (CEP), a La Mesa nonprofit, requested that the CPUC judge still working on several much-anticipated smart meter opt-out proposals speed up the process while considering "lessons learned" from the flawed PG&E opt-out plan adopted Feb. 1st by state regulators.
So far, California's only smart meter opt-out plan applies just to PG&E customers, while many Southern Californians, in SDG&E and SCE utility company territories, wait anxiously for the opportunity to get rid of the risky smart meters on their homes and businesses.
Some, experiencing blinding or daily headaches, nausea, ringing ears, pain, dizziness, heart and breathing problems, extreme discomfort, even reports of new onset of seizures, with loss of use of their home and property, have been asking for removal of the new utility smart meters for the past several years, with refusal by the utilities.
These symptoms, which sufferers report began with the installation of the smart meters, are backed up by decades of studies on microwave rf radiation, according to the American Academy of Environmental Medicine (AAEM) and Santa Cruz County Health Department, both of which issued damning positions on smart meters in January.
Incredibly, SDG&E and SCE have both been adamant about keeping the devices on homes where complainants say they are ill from smart meters, even with doctors' notes, and even continued to install the meters, despite alarming complaints, throughout their territories.
PG&E worked with its customers more often, according to reports, allowing some to have optional devices, including analog meters (traditional, electromechanical meters that do not emit microwave radiation and have never led to health complaints), even before their opt-out ruling was approved.
PG&E also agreed to provide analogs as an opt-out option, in January, in contrast to SDG&E and SCE, which have both steadfastly refused to do so. In addition to health concerns, smart meter over-billing, fires, safety, security, and privacy issues have many customers eager to "dump" the new meters.
CEP asked Judge Yip-Kikugawa, working on the pending opt-out proposals for San Diego Gas & Electric (SDG&E) and Southern California Edison (SCE), to address a number of pertinent areas. These included using analog meters as the only opt-out choice and defining analog meters as electromechanical (non-electronic, non-rf-emitting, non-communicating); speeding up the process (which has been dangerously slow); a no-cost-to-consumer opt-out and other cost factors, including receipt of a credit for customers not utilizing smart meters; removal of smart meters located near each other and establishment of "safe-zones."
CEP sent an ex parte communication to Judge Amy Yip-Kikugawa, the CPUC administrative law judge (ALJ) and all Parties to the SDG&E opt-out proceeding, A. 11-02-015. CEP filed a similar ex parte communication today, in the SCE smart meter opt-out proceeding, A1107020. CEP has recently been granted Party status in the SCE proceeding, as well.
Readers are asked to write Judge Amy Yip-Kikugawa (ayk@cpuc.ca.gov), Governor Brown (who appoints and keeps the CPUC Commissioners in their positions), and the CPUC Commissioners (go to Take Action link), as well as all your federal, state, and local elected officials. Write and call SDG&E and SCE as well, demand that they agree to provide analog meters.

A preliminary proposed ruling by the judge is anticipated at any time, with comments to be accepted on it for a week or two, followed by a proposed ruling that the Commissioners at the CPUC will vote on, perhaps by the middle of March. Please share this article and our CEP flier with your email lists, family members, friends, churchand other organizational members, and neighbors. Call local media to ask for them to cover this story.
Delaying immediate relief for the suffering and at-risk public is unconscionable, as is denying anyone the ability to occupy and enjoy their own home and property in safety and health. Structuring an opt-out so that some may find relief while others may not is unacceptable.
This type of radiation does not stop at the wall to your home, or your neighbors' homes, but penetrates and can cause health risks and damage, according to thousands of studies and a growing number of health experts. We do not ask for a half-measure, nor one crafted to promote self-serving corporate or government interests.
We demand that the CPUC protect the public's health and safety as it is mandated to do, while regulating utilities. We ask that CPUC provides SDG&E and SCE customers with a protective no-cost-to-consumer opt-out solution for immediate relief with removal of smart meters for anyone who wishes it. This should include safe zones around homes (removal of neighboring meters) for those who request it, with the development of a plan to dump all these dangerous wireless smart meters in the very near future a "no-brainer". Anything less is completely unacceptable in America.

Dear Judge Yip-Kikugawa,
I am writing today, on an ex parte basis, to communicate areas of concern that our organization feels need to be addressed in the upcoming proposed decision in the matter of the opt-out proceeding for San Diego Gas & Electric (SDG&E), "Application of Utility Consumers? Action Network for Modification of Decision 07-04-043 so as to Not Force Residential Customers to Use Smart Meters: Application 11-03-015". These areas include:
1. The only opt-out choice being an analog meter.
2. The need for a firm definition of "analog" - ie. analog shall be construed to mean a utility meter that is a "traditional" analog - entirely electromechanical, is not electronic, does not emit rf radiation or cause other emissions along indoor wiring, and has no wireless capability.
3. No financial or other disincentives for those who opt-out to analog, including no rate increases associated with analog use (ie. to top or middle tier of TOU rating for instance); and no cost to utility customer, as customer has already been billed for smart meter program and should receive a credit.
4. Credit from the smart meter program be issued to those signing up for analog meters
5. Analog meters should be seen as a basic device provided free to the utility customer, not as a special or additional service.
6. If any fee is required, though our organization is against fees of any kind:
a. that low income customers, including but not limited to the elderly, unemployed, and disabled, have to pay no fee at all for the changeout nor on a monthly basis.
b. Any other fee, if levied, for non-low income customers, should be extremely minimal.
c. the reading of co-located meters should be one visit, period, as should meters near each other (neighboring). Opt-out costs are excessive and have obviously been padded by utilities.
d. that households will not be charged for multiple meter fees or costs, whether gas or electric, or both.
The customers did not cause these problems and the company and its investors should bear the brunt of the mistakes that caused them. Further, the utilities are making more money than before off the smart meter program and that will more than pay for these opt-outs.
7. Speeding the process up at the CPUC level to provide relief on a more urgent basis for those who need to avoid rf radiation, on the advice of their physicians in many cases
8. Requirement that utility company informs all customers of their choices in multiple ways, without deterring people to choose analog, including but not limited to advertisements in major media, website info, emailings, and notice to be mailed to each customer. This notice should also include information that some customers have not wanted to have a smart meter for a variety of reasons, including exposure to rf radiation, privacy, and security.
9. Establishment of smart meter free zone around one's property, to include neighboring meters that trespass upon one's property with rf radiation, for those who wish to do so, to avoid rf radiation
10. Replacement of all co-located smart meters with analog meters, whether it be two or any number above that, automatically, at no cost to customers
11. Use of wording that assures customers that they will be assured of these choices in perpetuity.
12. A hearing, within 30 days, on the reasons for customers desiring the opt-out should be held, including those related to health, with independent experts testifying on behalf of utility customers, and state and county health departments, as well as independent physician associations for environmental exposures involved. This should not delay preliminary opt-out relief.

Of those 4,400 requests, about 2,800 of those customers already have analog meters, so they’ll be keeping the meters at their homes. About 1,600 had previously received a SmartMeter. PG&E has removed about half of those SmartMeters and replaced them with analog meters, and is moving quickly to exchange the rest in the days ahead."

The jury is still out on the effects of RF radiation, but the "Big Brother" issue with the smart meters is clear as a bell. I installed photo voltaic panels on my roof (when I still had an analog meter!) ONLY because it makes economic sense. With an analog meter you can verify that your system is "working", that the meter is running backwards at a pace that is in sink with the quantity shown on my converter.
The "Smart" meter is unilaterally smart and SDG&E's instructions (available on line only) are smartly more confusing and contradicting, there is no way that the customer can even come close to see if the PV system is "working".
I want the analog meter back for only one reason: I do not trust the "Smarts of SDG&E"
There is a company out there (maybe more than one) that sells analog meter replacement kits for around $ 65, that comes with a form that suggests that SDG&E can not stop you to exchange the meter at your own expense. Is it legit?

I personally know dozens of people who have been directly harmed by these microwave-emitting utility meters. Smart meters were installed without anyone being informed first. Not only are these meters on the side of your home or apartment dangerous to our health, the ones next door can be also. These meters create a grid of microwaves from house to house throughout a community. It is my observation and that of others, that bees soon disappear from these microwave-saturated zones. Please support the opt-out of these dangerous meters and the above recommendations put together by an expert.

There should be a no cost opt-out because it is simply EXTORTION to make people pay "protection monies" avoid jeopardy to your family's privacy, safety, and health.
There should be a safety zone around public buildings and any home that opts-out so that your neighbor's radiation box doesn't intrude on your home.
I wonder where our legislators are in this matter. It has long been established precedent that your freedom ends when it hurts your neighbor. Of course, it wasn't left up to your neighbor to determine if you were being harmed. So why can utilities make judgments about smart meters not harming people when they aren’t medical or security experts?
The utilities saw wireless smart meters as a way to make money by getting rid of employees and use it to get around rate increase hearings. With a click of a mouse they can turn off your power or change a bill and the customer has no recourse because all the evidence is in the hands of the utility.
When we buy products, we confirm with many outside sources that what is received is legitimate. How is it possible that utilities have no oversight? Looks like lobby monies and monopolies.

Still trying to wrap my brain around all of this... What is the strength of the microwave signals from the smartmeters vs. being inundated with more and more cell phone towers being put on churches, schools, etc?
As an immediate stop to most of the rf radiation from the meter (not counting the stuff that leaks into the wiring, however much that is), can't we mount a 2x2 ft. sheet of metal obtained from your favorite hardware store (about $15) on the inside of the garage next to the meter, ground it, and it'll at least cut out the stuff radiating from our meter through our house? In my neighborhood the houses on either side of me have meters pointing away from me so the major influx of radiation will be killed by the metal sheet. It'll take a while to force SDGE to swap the meters back out, this can be immediate. Anything wrong w. this idea?

Those are things to be discarded lest you fall afoul of their ideology. If that happens you will be deemed a shill for the rich and greedy.
Your " shield" idea was proposed months ago and was determined to be stupid and useless.
Don't you know that as a man you have a thicker skull (another myth proposed here) and when the waves get inside your thick skull they bounce around the concave interior surface in perpetuity.

Joe- The problem is that shielding reduces but usually doesn't completely eliminate the RF exposures. You have the problem of smart meters on your neighbor's home coming through your walls and all the public spaces you may occupy. Further, your neighbor could shield their meter so that their RF radiation all strikes your home.
As far back as 2007, the World Health Organization recommended reducing exposures to RF radiation. Smart meters are bad and so are the cell towers. This radiation hasn't even been studied for its effects on the environment.
We know the birds, bees, and many other animals/insects use the "natural" magnetic fields in the earth to communicate and travel. We also know that RF radiation negatively affects many species. Yet, smart meters got an environmental waiver. Try building a house and getting a waiver for anything.
The RF standards set by the FCC were set for a healthy, 6 foot 180 pound man. No one has considered what it will do to children, the elderly, and the handicapped. However, there is some linkage to leukemia in children as far back as the 2007 WHO report as well.
The bottom line is there is NO NEED to unnecessarily poison the public so the utilities can fire a bunch of people, risk personal security, and endanger families so the big electrical company can make money. They are counting on the fact that most people won't know what caused their problems. I don't believe most of us want to take that risk.

Dear Joe,
Shielding is what many people are doing as they work on getting the smart meters removed. The idea you have is a good one, according to my sources. Info on shielding is found on www.smartmeterdangers.org, Smart Meter Q&A #8. It is not a total solution, but can help in some situations. We have used exactly what you describe but larger. It reduced the shrill ringing sounds but the bedroom (in our case, not the garage) is still not usable. The radiation is still measurable, high, and pulsing in the room with the meter. Also, pulses (spikes hundreds of times higher than what normal is) measurable outside and inside that are every couple seconds. The gas meters communicate with the house meter and the other neighborhood meters also communicate (send signals with resulting radiation) with each other. This is according to SDG&E's own data, seen in their court-ordered report provided to CPUC: "Revealed: SDG&E Smart Meter Technical Data and Bio-Effects" http://lamesa.patch.com/blog_posts/revealed-sdge-smart-meter-technical-data-and-bio-effects-of-microwave-radiation. There is no simple answer except remove the smart meter and replace with analog - for everyone. Our bodies simply can't tolerate this type of mesh network, it is clear. Because it will take a while for SDGE to replace all of our smartmeters, putting up a "partial" shield is all that we can do in the immediate future, IF we want to stay connected to SDGE. Home Depot sells a 3x4 ft. steel sheet for $22, a 3x3 ft aluminum for the same. I think this weekend I'll buy a sheet and put it up inside the house, can't hurt anything. Then when the analogs start reappearing I can use the metal for something else.

I think it is a good idea, and have been told by consultants that shielding of this sort must be grounded to an outside grounding rod in the soil away from house and meter(vs water pipes, etc.). Some have suggested the gas meter may also be shielded outside, with aluminum screening but not so as to touch any part of the gas meter or module, and with an opening to allow the signal out in front but shielding the house from radiation.

Dr. Gatten: When I was at a CPUC hearing one of the judges told me that NUMBERS OF COMPLAINTS will count in this battle. It is important to get all your neighbors to write ALJudge Yip Kikugawa requesting a no cost opt-out, a safety zone radius around any opt-out home or public area/building, and another evaluation of the health effects specifically to determine the "real world" safety to children, the elderly, pets, and environmental impacts. CPUC is fighting this because they know RF radiation wouldn't pass any health evaluation if this were to occur.
Give them a simple letter to sign and emails to use and get them to pass the information on ASAP as we have little time left to do something!!!. If thousands rise up in protest they will have to give us customers what we want.-- safety and privacy at no extra cost.

Both Southern California Edison and SDG&E (our utility) have CPUC opt-out proceedings that are still in progress. PG&E customers, north of us all, have an opt-out proceeding with an actual ruling that was approved by the CPUC commissioners, as above, described in the article. So what you can do now, if you are a SCE customer, is contact them and ask to be placed on an opt-out list, which they may or may not admit to having. Do this in writing and call, if you wish, also. Educate all your neighbors. We have a flier available for that purpose on http://electrosmogprevention.org/antismartmetercampaign.html. Tell your neighbors that an opt-out will be available in the coming months, have them also call SCE, as above. People in SDG&E territory can do the same. I have seen the video. Several people in Santa Cruz removed their meters, noted all the usage, and filmed the entire event so that they couldn't be accused of stealing electricity or damaging the equipment.
PG&E responded by refusing to take the meters back and turning off their electricity.
However, when the word got out that the utility turned off the power, public pressure resulted in the residents getting their power turned back on and having their bills averaged until an opt-out from the State was in place.
It should be noted that PG&E turned off the power during a severe cold spell up north. One of the VICTIMS of PG&E was an elderly retired lady. The utilities are simply shameful in their contempt for their customers.

UPDATES: A source within CPUC has indicated that Judge Amy Yip-Kikugawa's proposed decision will be issued in April or May, 2012, with voting to occur on the decision within 30 days. PG&E's opt-out will be the starting point for the decision, according to the source. Translation: Expect a delay in obtaining an opt-out here in San Diego County and all of So CA, as Judge Yip-Kikugawa and CPUC staff are delaying the process unnecessarily, despite knowing that people are suffering health effects. It is barely noticeable that we live in America anymore. Torturing Americans has become OK, evildoing by gov't agencies and corporations commonplace.
SDG&E IS setting up a smart meter opt-out list, according to several supervisors there. CONTACT SDG&E NOW TO DEMAND TO BE PLACED ON THE OPT OUT LIST - REQUEST AN ANALOG METER ONLY. 1-800-411-7343 or (best choice) write or email info@sdge.com. The people on the phones do NOT always say there is one, though there is an opt-out list. Ask to speak to a supervisor if you are told there is not. Then, please write what happened in a comment herein.

SDG&E and SCE customers need to beware!!! The next stage of smart meters is coming. PG&E has been first up with smart meters and SCE and SDG&E have followed. This will likely follow as well...
PG&E has now asked for permission to CHARGE CUSTOMERS to release their private information gathered by the smart meter to 3rd parties, in other words anyone they want to give it to. They indicate the cost would be 9 million but could go as high as 19.35 million. They asked to charge customers even though they made about 4 million in profits last year during a recession!!!
They are not asking to be responsible or investigate the 3rd party but just let these folks "self-certify" that they will not misuse your information (ha ha). I remember the Choice Point problem with trusting 3rd party folks who sold personal information to criminals on the "honor system."
Then, PG&E has the gall to ask to waive hearings so the public won't have any input into the loss of our privacy that we will have to pay for. They also want more access to the inside of your home through your HAN devices.
Don't think this isn't coming to SCE or SDG &E because I saw Corix people putting in new collector meters. They verified that they were "upgrades" to allow for more data to come through. Now, why would you need more data capability if you had not intention of selling off data for profit. With the money they make we should all have free electricity because we won't have any secure data.

I just got my opt-out package. Since I've had radiation for cancer, I'm very careful and err on the side of caution. It does frost me that they want to charge me $75 to remove it and $10 a month EXTRA because it costs them so much more. I never asked for this to begin with!

You may wish to consider writing Paid Under Protest or Paid Under Duress on each check and tell the utility that you are only agreeing as your life and health are at stake and you are being forced to pay.
